Veterans Benefits – Office of the Registrar offers information related to the types of benefits, certification of benefits, contact information for dedicated support, and campus resources for students who have served in the military.

On January 5, 2021, the President signed the Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020. In addition to existing laws, this new law brings significant changes to Veterans’ education benefits. Many of the changes enhance or expand education benefits for Veterans, service members, families, and survivors.

  • Effective August 1, 2021, sec.1005 of PLL 116-315 requires all public institutions to assess in-state tuition for students receiving benefits under the Chapter 33 Post-9/11 GI Bill® regardless of when they separated from the military.
  • Effective September 20, 2018, sec. 301 of PLL 115-251 requires all public institutions to assess in-state tuition for students receiving benefits under Chapter 31 Veterans Readiness and Employment regardless if they meet the residency requirements.
  • Students’ VA education benefits or ROTC scholarships, as defined under sec. 480(c) of the Higher Education Act (HEA), effective July 1, 2009, are not treated as estimated financial assistance (EFA) and are not taken into consideration when evaluating students’ eligibility for federal financial aid. However, these benefits are considered when determining state and institutional financial aid eligibility.
  • Benefits not included in sec. 480(c) of the HEA and state veterans education benefits count as EFA. The Cal-Vet College Fee Waiver, a state-based award, is considered when determining students’ eligibility for federal, state, and institutional financial aid.

We encourage Veterans, Dependents of Veterans, and ROTC (Air Force, Army, Navy) students to apply for federal, state, or institutional financial aid by completing the Free Application for Federal Student Aid (FAFSA) or the California Dream Act Application (CADAA).
